They say, build it and they will come. I say, write it and they will come, eventually. Don't worry about writing for publication; write for your own pleasure. You will accrue at least a folder full of prose, poetry or meanderings of the mind. Then, when you see a call out, send it out. I have been waiting years, almost seven to be exact, for a place to send my beach poems. Today I saw a call out for a literary magazine, no payment offered.
